ATB Settings to Help keep teams even and help reduce SK

Should swap people fairly, Hopefully it swaps people based on their PWR and the chance that, a particular map has of winning. Each map etpub mod stores the details of how often that map is won, and it is updated each time it is played. It will swap out a good player for a not so good player. It will also have the ability to stack teams if it is seen to be unfair.
