Hmmm just had a look into the no lag cfg, isnt it better to up the amount of hunkmegs and zonemegs?

Assuming most people have computers with at least 1gb ram and a video card of some sort.
com_hunkmegs 512 //this will improve map loading and smooth out some gameplay jerkiness.
com_zonemegs 64 //this will improve texture and map loading

Not sure about this one but I find it works when I cap my rate at 25000 instead of 30000.

In general for rate –

ADSL2+/Cable should set rate at 25000
DSL should set rate at 15000
When your capped rate at 10000, any lower wont make much of a difference.

As for graphic tweaks you might want to add the following –

r_flares 0 //turns missile flares off
r_lodbias 2 //makes level of detail bias to best performance
r_subdivisions 64 //makes more straight lines
r_lodCurveError 125 //something to do with polygon processing at distance
cg_brasstime 0 //no bullet casing
cg_marktime 0 //turns bullet holes in walls off
cg_bloodflash 0 //turns red flash off when your hit
cg_blooddamageblend 0 //turns blood spots off on your HUD when hit
s_khz 11 //LQ sound
