I’m not even sure what on the loose means. Is this a reference to promiscuous behavior?

Perhaps he means “hanging loose”, courtesy urbandictionary.com.

Stand by, and take it easy or relax while doing so. This term, or its near relation dangle loose, is a commonly-used southern Louisiana slang expression. Possibly opposite to uptight: both expressions alluding to positions of the testicles.

Perhaps some enlightenment is in order.

C’mon bonza, “on the loose” is when people escape from somewhere, such as prison.
So clearly we have a convict on our hands and I propose we permanently ban this convict before he gets up to no good.
