50 – 100 max packets should be the restriction in my opinion.
Snaps should always be 20
And rate should always be a minimum of 15000.

I thought OZ cvared time nudge months ago? Or did it get removed again for some reason? :s

Keep in mind that capped players should be fine with connecting most of the time with those minimum settings because PB is not in the picture anymore. No more heartbeat failure/communication failure while capped – hoorah!
